Abstract

Sponsors of tech applications develop 'business cases' to justify their proposals. These inherently focus on the self-interest of the sponsor. A practicable mechanism is needed whereby the interests of participants and usees can be reflected in the consideration of such interventions. Among existing evaluation methods, a technique that might deliver where so many others fail is an adaptation of an approach to assessment that is already well-understood in business and government.


Acknowledgements

This presentation draws on and extends previous work undertaken on the reflection of stakeholder interests in socio-technical systems, on stakeholder-oriented risk assessment in the context of applications of AI, and on digitalisation, including in the digital surveillance economy and digital platforms. A working paper that first proposed the idea of Multi-Stakeholder Risk Assessment was prepared for, and presented at, the International Digital Security Forum (IDSF22) in Vienna on 1 June 2022.


Author Affiliations

Roger Clarke is Principal of Xamax Consultancy Pty Ltd, Canberra. He is also a Visiting Professor associated with the Allens Hub for Technology, Law and Innovation in UNSW Law, and a Visiting Professor in the Research School of Computer Science at the Australian National University. He is also a longstanding privacy advocate, in particular through the Australian Privacy Foundation.
