The author of the SVC Report, Roger Clarke, is a well-known consultant, and previously a senior academic at the Australian National University. He has published copious reports and papers on many aspects of electronic commerce, and has run comprehensive community-service pages in relation to electronic commerce and a number of other topics since the beginning of 1995.

He performs his electronic commerce work through strategic alliances with ETC and the Centre for Electronic Commerce at Monash University, Churchill, Victoria.

From the site's beginnings in August 1994 until February 2009, the infrastructure was provided by the Australian National University. During that time, the site accumulated close to 30 million hits. It passed 65 million in early 2021.
